MiniMax's H3 license excludes the US, EU, UK, and South Korea. Some community developers have pointed out that, read strictly, the terms mean US users can't even download the model.
Ryan Lee, MiniMax's head of developer relations, responded that the US restriction stems from the company's generative video copyright lawsuit with major Hollywood film studios. US users who need to deploy H3 can formally apply for a license, he said, but they'll need to commit to building content compliance mechanisms that satisfy US legal and regulatory requirements.
Disney, Universal Pictures, and Warner Bros. Discovery previously sued MiniMax, alleging that Hailuo AI used copyrighted content without permission to train models and generated recognizable characters from Marvel, Star Wars, and other franchises. A US court rejected MiniMax's motion to dismiss in May, and the case is still ongoing.
