Beijing's New AI Agent Policy Keeps Startups and Orders Close to Home

July 23, 2026 | Source: t | AI, Developer | 681 views 0 comments

Beijing's four agencies just dropped a new policy aimed squarely at the AI agent ecosystem. Unlike earlier efforts that focused on compute subsidies or model development grants, this one wraps R&D, product deployment, and business models into a single package.

The most immediate perk? Help finding customers. The city will publish real business needs across research, healthcare, education, government, manufacturing, and culture. Model companies can even send field deployment engineers to work on-site with clients to co-build agents.

Then there's the "Token Economy." Beijing is backing Token-as-a-Service, Agent-as-a-Service, and Result-as-a-Service — pushing pricing away from per-token consumption toward actual value delivered. Districts can hand out token vouchers and agent service vouchers.

Individuals and small teams are squarely in the crosshairs. The policy calls for building an OPC community (open platform community), simplifying registration for "one-person companies," and helping startups connect with big corporations. Public computing power will be offered at low cost to small and medium enterprises.

Consumers get in on the action too. Eligible smartphones, smart glasses, headphones, robots, and cars will qualify for purchase subsidies and trade-in programs.

The bottom line: Beijing wants entrepreneurs to use local compute, win local orders, and sell local products — turning model smarts into real revenue.
