Anthropic announced a new billing policy for its Agent SDK starting June 15, 2026: third-party Agent tools like OpenClaw can once again access Claude subscriptions, but they'll be charged against a separate "dedicated monthly allowance" rather than sharing the regular interaction limit.
This is the final word on last month's ban controversy. In early April, Anthropic suddenly blocked third-party tools from tapping subscription quotas, citing abuse prevention. This new rule amounts to a long-term solution: the company is reopening the access protocol while physically isolating the billing pool.
Under the new policy, Pro subscribers get a $20 monthly dedicated allowance; Max 5x and advanced Team plan users get $100; and top-tier Max 20x and advanced Enterprise users get up to $200. This money goes exclusively to third-party apps, user-built Agent projects, and claude -p backend commands. The allowance resets monthly and doesn't roll over—once it's gone, you pay standard API rates out of pocket.
Anthropic frames this as "protecting users' daily chat limits from being drained," but the developer community sees it differently: the era of effectively unlimited high-energy Agent usage through a subscription has ended. The real cost for heavy users has been quietly jacked up.
